If you have somebody with a drug offense, and you send them to prison, nothing is going to change. They're going to go there, they're probably going to learn better how to sell dope, they're probably going to learn a few other ways to escape detection if they're buying dope. And when they get out, they're going to go right back to it. I guess the best way to explain it, and the way I tell most people is -if you locked me up, and told me I couldn't have any donuts for a year, I wouldn't have them while I was locked up. When I got out, I was going to have a freaking binge on donuts. I'm going to down to Shipley's and get a dozen glazed with a big glass of chocolate milk until I satiate my desire for donuts.
